Public Workshop and Hearing Notice

Proposed 2006 Reasonably Available Control Technology (RACT) state implementation plan (SIP) revision

The Ventura County Air Pollution Control District will hold a public workshop to discuss and receive comments on the 2006 Reasonably Available Control Technology (RACT) State Implementation Plan (SIP) Revision.
The 2006 RACT SIP Revision has been prepared to satisfy the requirements of the federal Clean Air Act. Sections 182(b)(2) and 182(f) of the federal Clean Air Act require ozone nonattainment areas to implement RACT for sources that are subject to Control Techniques Guidelines issued by the Environmental Protection Agency (EPA), and for “major sources” of volatile organic compounds and oxides of nitrogen, which are ozone precursors. Furthermore, EPA’s Final Rule to Implement the 8-Hour Ozone NAAQS (70 FR 71612, November 29, 2005) states that areas classified as moderate nonattainment or higher for ozone must submit a demonstration that their current air pollution rules fulfill 8-hour ozone RACT. Ventura County is a moderate nonattainment area for the federal 8-hour ozone standard. The RACT SIP Revision must be submitted to EPA by September 15, 2006. The RACT SIP Revision does not propose any new control measures or District regulations.

Furthermore, the Ventura County Air Pollution Control Board will hold a public hearing to consider adoption of the RACT SIP Revision at its June 27, 2006 meeting.

The public is invited to attend this hearing and be heard on this matter. The draft 2006 RACT SIP Revision is available at the District's website, http://www.vcapcd.org, and at the Ventura County Air Pollution Control District office located at 669 County Square Drive, 2nd Floor, Ventura, California, between 8:00 a.m. and 5:00 p.m. Monday through Friday. Copies of the draft 2006 RACT SIP Revision can also be obtained by calling the District offices at 805/645-1400. Written comments should be submitted to the District by 5:00 p.m. on June 9, 2006.
