Adopted Dec. 13, 2022 by the Ventura County Air Pollution Control Board
The Ventura County Air Pollution Control Board held a public hearing to adopt the final Ventura County 2022 Air Quality Management Plan (AQMP) and certify its Initial Study and Negative Declaration, pursuant to the California Environmental Quality Act (CEQA).
Staff recommended adoption of the 2022 Ventura County AQMP, which presents Ventura County’s strategy (including related mandated elements) to attain the 2015 federal eight-hour ozone standard, as required by the federal Clean Air Act Amendments of 1990.
Photochemical air quality modeling indicates that Ventura County will attain the 2015 federal 8-hour ozone standard by 2026 using local, state and federal clean air programs.
The previous Ventura County AQMP, prepared in 2016, projected attainment of the 2008 federal 8-hour ozone standard by 2020. The U.S. Environmental Protection Agency (EPA) published a final rule on Oct. 20, 2022, determining that Ventura County has attained the 2008 Ozone National Ambient Air Quality Standard by its July 20, 2021, attainment date.
The 2022 AQMP presents a combined state and local strategy for attaining the 2015 federal eight-hour ambient air quality standard for ozone, the only federal clean air standard Ventura County does not meet, by the statutory compliance deadline of Aug. 3, 2027. It was prepared to satisfy federal Clean Air Act planning requirements for areas designated as serious federal eight-hour ozone nonattainment. These requirements include, but not limited to, the following:
- Updated air quality information
- Updated emissions inventory
- Local and state air pollutant control measures
- New emission forecasts and projections
- New federal conformity budget for transportation projects
- A reasonable further-progress demonstration for precursors of ozone (reactive organic gases and nitrogen oxides)
- A new countywide emission-carrying capacity
- A demonstration that Ventura County will attain the federal 8-hour ozone standard

The 2022 AQMP was submitted to the California Air Resources Board (CARB) on Jan. 10, 2023, as a revision to the State Implementation Plan for Ventura County. CARB submitted the 2022 AQMP and the relevant portions of the CARB Staff Report to the EPA for inclusion in the California State Implementation Plan.
