Purpose

The Ventura County Air Pollution Control Board formed the committee in 1991 to advise it on expenditures from the Clean Air Fund, which was established with a $1.5 million donation from 3M Co. The nonprofit Ventura County Community Foundation holds the funds in a trust. One of the accounts is a permanent endowment from which annual grants are limited to the interest earnings, typically 5%.
